No — that's Windows' standard prompt for any script downloaded from the internet, and it's safe (the scan is read-only and changes nothing). Just click Run — or "More info → Run anyway" on the blue banner — and it won't ask again. To avoid it entirely, right-click the downloaded ZIP → Properties → tick Unblock before you extract. A .cmd launcher can't carry a publisher signature, so Windows always labels it "Unknown Publisher" — it doesn't mean anything is wrong.
